I guess that's a bug. Mosty likely deflateInit returns Z_MEM_ERROR which indicates an out-of-memory issue. Can you check the memory use of the nxlog service on the system?
There were a couple memory leaks discovered and fixed since in NXLog EE that are still affecting NXLog CE 2.9.1347.
